The young man was at a biker party and took a friend's bike for a little high speed spin. An officer observed him riding without a helmet (required in Virginia) and attempted to make a traffic stop. He opted not to stop and the pursuit began. Tthe officer cancelled the pursuit when speeds exceeded 100 mph. The cyclist continued to race up the highway and attempted to take an exit ramp.
